State Regulatory Agencies as Conduit for Informing Local Conditions in Federal Pesticide Processes

This paper discusses the role of State Lead Agencies (SLAs) in the implementation and enforcement of pesticide labels and applications under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). It highlights the cooperation between SLAs and the U.S. Environmental Protection Agency (EPA) to ensure successful implementation and enforcement of pesticide regulations at the state level. The paper also addresses how SLAs play a role in implementing pesticide program activities related to the Endangered Species Act (ESA), which requires federal agencies to ensure that their actions do not adversely impact endangered species or their habitats. It discusses the EPA’s Endangered Species Protection Program (ESPP) and strategies for incorporating protections for listed species earlier in the FIFRA process. The paper aims to provide suggestions for successful and more efficient implementation of pesticide program activities related to ESA from the state perspective.
